Financing Locally-Led Climate Action Program
The County Government of Kisii launched the proposed drilling and equipping of the Borangi SDA borehole, marking a major step toward improved access to safe water for the local community. Implemented through the Directorate of Climate Change under the Department of Water, Energy, Environment, Natural Resources and Climate Change and funded by the National Treasury through the #FLLoCA Program, this investment strengthens climate resilience while supporting livelihoods and delivering sustainable water solutions and climate-smart development for the people of Kisii County.

🗣️ “Climate action is Africa’s development agenda.” In a powerful pre-ACS2 engagement, H.E. Seyoum Mekonen, State Minister of Planning & Development of Ethiopia, addressed participants from across the continent in a virtual dialogue hosted by PACJA and the ACS2 Non-State Actors & Inclusivity Committee. The session was a clear signal that Africa is not approaching ACS2 as business as usual. It is approaching it as a political moment, a diplomatic opportunity, and an economic imperative. The Minister’s message was unequivocal: Africa is not just a victim of climate change—it is a driver of innovation, solutions, and agency. But for this leadership to translate into results, non-state actors must be centered, not sidelined. 🔍 Highlights from the dialogue included: A call for a whole-of-society approach to Africa’s climate response Recognition of the unique value civil society, youth, women, and local groups bring to shaping and implementing climate policy Emphasis on climate finance architecture reform and African-led delivery systems Ethiopia’s showcase of national programs like the Green Legacy Initiative, cross-border renewable energy integration, and food sovereignty models PACJA Executive Director, @mithika_mwenda , welcomed the Minister’s leadership and emphasized the need for non-state actors to move from the margins to the center of ACS2’s outcomes.
