Can anyone explain (e.g. @BarristerSecret) why we don't have mandatory reporting for child abuse beyond social workers and police in the UK? I can't really get my head around why it isn't a legal requirement for everyone working with children and/or in a position of trust.

What's so awful about the John Smyth case is how many institutions decided not to report his abuse to the authorities. The Irwene Trust (which ran the holiday camps) ran their own internal investigation in 1982, and found that Smyth had abused at least 22 individuals. They removed him from involvement in the organisation, but didn't pass on the report's findings until 2013. Winchester College, in 1982, banned Smyth from school premises but didn't report him to the police. And then you've got Justin Welby, who's rightly resigned, who didn't formally report John Smyth in 2013. There were so many opportunities to bring this man to justice. And each one of these institutions chose not to do so.
