Makes me think if it is just smoke and mirrors to still allow L1 visa and defeat the purpose of tightening H1B visa. L1 is still not included in expanded scrutiny! L1 defeats the $100K rule as well as no LCA filing required, with no minimum wage. An international company with a presence in every country where I worked as a director and consultant since 2000, still heavily utilizes and advertises jobs with L1 for intra-company transfers, to suppress wages. In the last 15 years, the same job postings have stayed at the same salary! Both of these were announced today!
