Will the Iranian regime see any monetary proceeds from OFAC’s General License U authorizing Iranian oil sales? Almost certainly not. Iran’s oil revenue has effectively been trapped in China for years; paid through yuan-denominated transactions, barter arrangements, and opaque bilateral clearing channels (such as Chuxin) that offset oil payments against Chinese goods and imports rather than transferring cash. The regime receives Chinese goods, subsidized imports, and deferred credits, not freely deployable cash. Iran is now demanding its stranded oil be traded in yuan as a condition for any Hormuz access, a telling sign that even the regime has abandoned any expectation of real monetary repatriation. Banks won’t touch these funds. This was true even under the JCPOA when the Obama administration actively encouraged foreign banks to engage. It is even more true today. GL U changes none of that underlying architecture. The regime won’t see a dollar, literally.
