@davidu In 2011 I literally had to found a company (PublikDemand) to deal with a similar issue with Comcast. TLDR- telcos accept a shocking amount of “latent pain” from the customer rather than deal with such common complaints!

I cancelled my (otherwise great) Verizon FIOS service in February (when I moved to a home without FIOS service) and confirmed I had no equipment to return but they've been charging me ever since. What's the chance I get this resolved and refunded without extreme pain?
