Corpus Christi's government was losing $15 million a year selling water to oil refineries. 💦
Regular residents quietly covered the difference out of their own wallets.
For over a decade, the city sold water to companies like Valero, Citgo, and LyondellBasell at rates so low, the city's own study found it was losing money on every gallon. Residents and small businesses picked up that slack, overpaying by about $9 million a year out of pocket.
In 2023, Corpus Christi finally doubled the industrial rate. Valero's own water bill jumped from $9 million to $18 million a year overnight.
Now, those companies are suing to get $80 million of that increase back. Their argument: their plants sit closer to the treatment plant, so they shouldn't have to pay for the rest of the city's water system the way everyone else does.
An independent state commission reviewed that $80 million claim and recommended a refund of just $6 million instead, a fraction of what the companies say they're owed.
And this whole time, since December 2024, Corpus Christi residents have been living under Stage 3 "critical" water restrictions, the most severe stage before a declared emergency. Lawn watering banned. Sprinklers restricted.
Texas is also on track to become the largest data center state in the country, and those data centers are thirsty too. Corpus Christi's water fight isn't ending with this lawsuit.
Nobody's suing to get residents their money back for the years they overpaid, or the years they've spent under restrictions.
A judge is hearing the case in Austin this week, while Corpus Christi's reservoirs sit near historic lows.
Who's actually supposed to be conserving water here, the family who can't water their lawn, or the refinery that got a decade-long discount on it?

Trump wants to impose tariffs on Canada because of wildfire smoke. At the same time, his administration is shutting down the very labs that study this smoke.
For days, smoke from Canada’s out-of-control wildfires has blanketed the Midwest and East Coast, turning New York’s skyline a deep orange.
On Friday, Trump posted that America is being “unnecessarily invaded by filthy, polluted, and unhealthy air.” He called the fires “Willful Negligence” and demanded that the “cost of this pollution” be added to Canada’s tariffs. He said he plans to call Prime Minister Mark Carney about it.
He is threatening to punish a neighbor for the direction of the wind.
Hours before his post, Ontario Premier Doug Ford had already responded to the American politicians complaining about the smoke. Ford said: “I truly believe the Americans are good neighbors.” To the complainers he added: “Maybe what you should do rather than complain is send support, send help.” He reminded them that this is exactly what Canada does for the United States.
Then Trump posted — proving Ford’s point in a single afternoon.
When Los Angeles was burning last year, Canadian firefighting crews and water bombers came south to help. When Georgia was hit by a hurricane in 2024, Canada sent support. And just days before Trump’s tariff outburst, a 56-year-old Canadian pilot named Nicholas Dale was killed while fighting a wildfire in Colorado — dying while helping put out an American fire in the same week his president demanded Canada pay for smoke.
Prime Minister Carney’s reply was colder: “Fighting climate change is the responsibility of all countries, including the United States.”
The deeper irony: While Trump is billing Canada for the smoke, the U.S. Forest Service is closing 57 of its 77 research labs — including the Pacific Wildland Fire Sciences Laboratory in Seattle, which runs the national Fire and Smoke Map that millions of Americans relied on this week to know if the air outside was safe for their children and grandchildren.
He wants Canada to pay for the smoke, but he doesn’t want America to see it coming.
Canada has invested $12 billion in forest management and fire prevention since 2020. But facts were never really the point.
Doug Ford is right: Most Americans are good neighbors. The exception is the one who watched his neighbor’s house catch fire and mailed them an invoice.
