In Texas, we don’t adopt innovation for its own sake - we put it to work for the people. And we must ensure accountability, transparency, and trust remain at the center of it all.

Strong op-ed by Reps. @FairlyForTexas and @EllenTroxclair on why their legislation to ban cell phones during the school day was a priority last session—and why it’s already working. Since becoming law, educators and parents are seeing Texas students who are more engaged, less anxious, achieving stronger test scores, and better shielded from bullying and constant screen time. The handful of ISDs who are fighting this necessary change should talk to the parents and educators where this has been implemented and educate themselves about how this is working.

The TEA (@teainfo) has issued a strong response to the walkouts that are happening and being planned across Texas. School officials found to facilitate, encourage, or support walkouts or political activism during school hours face investigations and potential sanctions, including possible revocation of teaching licenses, and schools could be subjected to state intervention. State law prohibits schools from supporting or enticing children to leave school and they could face a loss of funding if they do so. These are real consequences. There should be no ambiguity that allows school officials to blur the line between civic discussion and unlawful activism. Responsibility rests where it belongs: with adults who set policy, supervise students, and control district operations. Public schools exist to educate, not to serve as platforms for political protest. tea.texas.gov/about-tea/news…

Bring Real Accountability to Texas Schools: Ensure Texas schools are held to clear, outcomes-based standards by making student performance, spending, and results transparent Giving Aspiring Teachers Real Prep: Reforms teacher preparation programs to emphasize practical teaching skills rather than just educational theory. Work-Based Learning: A Future for All Students: Expands flexibility for high schools to use Career and Technology Education funds to support paid apprenticeships through community partnerships and non-profit intermediaries. Simplifying the Public School Finance Formula: Seeks to simplify Texas' overly complex public school funding formula to improve transparency for parents and lawmakers. Bring Home the Mississippi Miracle: Implement mandatory reading benchmarks from kindergarten to third grade to improve literacy rates. Safe Schools and Fair Standards: Revises the legal definition of harassment in higher education to match Supreme Court precedent and protect campus free speech. Contextualized Transcripts: Requires college transcripts to include class average grades alongside student grades to counter grade inflation and improve workforce competitiveness. General Education Act: Mandates a core curriculum in Western civilization, civics, and liberal education principles for public universities, restoring foundational knowledge in higher education. The Campus Intellectual Diversity Act: Requires public universities to host and publicly document regular, balanced debates on major public policy issues—while empowering student groups to request topics and preventing security costs from being used to suppress disfavored viewpoints. This policy agenda builds on the hard work of the Legislature and the State Board of Education to ensure that every step of the education system is oriented towards providing high quality instruction to students. The proposed solutions are designed to expand education freedom, improve student outcomes, strengthen transparency and accountability, and restore academic excellence across Texas.

Today, our Taxpayer Protection Project has unveiled their full Liberty Action Agenda for the 90th Texas Legislature: Uniform VATRE Threshold: Proposes setting a uniform voter-approval tax rate election (VATRE) threshold of 2.5% for all political subdivisions to align with school district limits. Reining in Local Spending: Caps city and county spending growth to population plus inflation to control local government expansion. Property Tax Relief and Pathway to Elimination: Continues buying down school M&O property taxes to move Texas toward eliminating property taxes. Public Money for Public Purposes: Require local governments to spend or direct public money to public purposes only. Tighten the current constitutional and statutory definition of public use and provide for enforcement mechanisms. Local Government Balanced Budget Requirement: Require local governments to adopt balanced budgets to prevent spending beyond their means. Local Government Debt Limitation: Impose statutory or constitutional limits on the amount of debt local governments can accrue to encourage fiscal discipline. Require a November Uniform Election Date for ALL elections: Mandates elections occur during high-turnout November elections to increase accountability. Allow local taxing units unlimited authority to determine amount of homestead exemption: Proposes removal of the 20% cap on local homestead property tax exemptions to allow greater local discretion and competition. Revise the 3.5%/2.5% local government revenue trigger to include all sources of revenue: Closes loopholes in tax revenue caps by including fees and grants in the calculation of local revenue growth triggers. Strengthening the Voter Information Document (VID). Amend existing law to improve the usefulness and accuracy of the VID. Address methodological gaming and require political subdivisions to fully disclose all underlying assumptions and methodology. Core Function Municipal Efficiency Act: Requires municipalities to adhere to core service areas and subjects any spending beyond those to annual audits and public review. Eliminate State Business Margins Tax / Franchise Tax: Abolishes the gross revenue-based franchise tax to ease burdens on businesses and stimulate investment. Raise Bond Approval Thresholds and Limit Bond Elections: Raises bond approval thresholds and limits bond elections to even-year general elections to reduce frivolous local spending. Stop issuing long-term debt for depreciated property: Prohibits local governments from issuing long-term debt for property that depreciates before the bond matures. Cash reserve limit for political subdivisions: Would cap the amount of cash reserves local governments may hold to prevent circumvention of spending limits. Reform property insurance to ensure access to coverage: Calls for reforms to address rising home insurance premiums and limited availability, particularly along the Texas coast. Expand Texas DOGE: Calls for expanding Texas’ newly created DOGE office to review the public expenditures of state agencies, universities, and local governments and recommend legislative reforms. Require governmental entities to comply with any audit and provide the documentation and detail necessary to understand how public funds are being collected and spent Audit Homelessness Programs and Services: Homelessness is a complex issue that requires more than a one-size-fits-all approach and unlimited funding. To ensure the effectiveness of state and local programs as well as community services that receive public funding, policymakers should evaluate the efficacy of these efforts based on performance measures and audited data.
