He developed a deep passion for reading, teaching himself through books, and went on to become one of the most knowledgeable figures on Rwanda’s history, authoring several works on the subject. He enjoys football, although he never played professionally, and maintains his well-being through simple physical activities such as walking. He was on the path to becoming a Catholic priest, having spent eight years in a major seminary, with only one year remaining before becoming a deacon, but he chose to leave. Who is this man, known for his exceptional ability to master and transmit history? His journey began in 1963. Despite the challenges of his time, he pursued education with determination and successfully completed his studies. He holds a PhD in Law, specializing in international law, obtained from the University of Toulouse, France, in February 2004. He also earned a Master’s degree in Law from the University of Montpellier I, France. In 1991, he completed a Bachelor’s degree in Philosophy and Humanities. Before being appointed Minister in 2021, he served as a university lecturer, a Senator, and Executive Secretary of the National Commission for the Fight against Genocide (CNLG). He is among those deeply affected by the 1994 Genocide against the Tutsi, during which he lost his parents and siblings on April 21, 1994. On August 31, 2021, he was appointed Minister of National Unity and Civic Engagement by President Paul Kagame. The above profile describes Minister Dr. Jean Damascène Bizimana.

In this video, we see Westerners, Belgian soldiers, armed, appearing more focused on evacuating their own nationals than on the fate of the Tutsi. They selectively prioritize their own citizens, while others document scenes of horror: Tutsi terrified, starving, already on the brink of death. They knew what would follow their departure. Yet they left anyway. Hours later, Interahamwe militias massacred those they had abandoned, a pattern tragically similar to what occurred at the ETO in Kicukiro. Belgian justice itself has acknowledged the link between this abandonment and the killings that followed, evidence that the risks were known, yet another choice was made: to leave the Tutsi exposed to extermination. However, this acknowledgment often contrasts with a broader institutional posture which, over the years up to the present day, has not always reflected full accountability or a profound reckoning with the consequences of these actions in Rwanda. Today, those who once abandoned the Tutsi to extermination are often the same voices that now lecture Rwanda on how to manage its national security, even calling for the lifting of its defensive measures before the neutralization of the FDLR is addressed, despite its continued threat. The same blindness. The same irresponsibility. We have already seen where this leads. We will no longer accept lessons shaped by abandonment and failure. Memory is clear. The Genocide against the Tutsi remains an unspeakable and immeasurable tragedy, but it has taught us this : we will never again entrust our security to others. How the RPA Inkotanyi Captured Mount Rebero And Why It Mattered On April 12, 1994, the Rwanda Patriotic Army (RPA Inkotanyi) achieved a decisive military victory by capturing Mount Rebero, a strategic hill that played a crucial role in the battle for Kigali during the early days of the Genocide against the Tutsi. Mount Rebero was not an ordinary hill. It served as a key operational headquarters for government forces (FAR) in Kigali. Heavy artillery weapons positioned there were used to shell important locations, including the CND (Parliament building), as well as civilian neighborhoods across the city. Controlling this high ground gave FAR a significant tactical advantage. On the night of April 11–12, 1994, two companies from the RPA’s 3rd Battalion SIMBA, commanded by Major Aloys Gapfizi, and EAGLES, led by Major George Rwigamba were assigned a mission to dislodge enemy forces from Mount Rebero. The operation was extremely risky. The distance from CND to Rebero was approximately 10 kilometers, requiring troops to move through enemy-controlled areas. To minimize danger, a strategic decision was made for the units to approach the hill from the rear rather than launch a direct frontal attack. The mission was commanded by then-Major Jacob Tumwiine. As the troops advanced through Gishushu and Sonatubes toward Nyanza - Kicukiro, they encountered a horrific scene. More than 5,000 bodies of Tutsi civilians lay scattered victims of massacres carried out by Interahamwe militias. Many of the victims had been abandoned after being taken from ETO Kicukiro, following the withdrawal of Belgian UN peacekeepers from MINUAR. Amid the bodies, some survivors were still alive, hiding in bushes or barely breathing. Major Tumwiine immediately ordered a platoon, led by Sergeant Théogène Kayitakire, to remain behind and rescue survivors and search for others. The remaining troops continued their advance and reached Mount Rebero at dawn. Intense fighting broke out immediately and lasted for about two hours. Despite strong resistance, RPA forces successfully overpowered the enemy. FAR troops were forced to retreat, abandoning their position. By the end of the battle, Mount Rebero was under RPA control. After the capture, SIMBA and EAGLES companies were replaced by two companies from the 59th Battalion under the command of Lt. Col. Fred Nyamurangwa. These forces defended Mount Rebero against repeated counterattacks by ex-FAR battalions, including the 1st Battalion Muvumba and the 73rd Battalion. For nearly two months, intense fighting continued as government forces attempted to retake the hill, but they were unsuccessful. The capture of Mount Rebero marked a turning point in the battle for Kigali It stopped the use of heavy artillery that had been targeting both military positions and civilians It weakened FAR’s command and control in Kigali It gave the RPA a strategic advantage over key parts of the city It helped disrupt ongoing attacks against civilians and enabled rescue efforts Ultimately, this victory contributed significantly to the RPA’s broader mission to stop the Genocide against the Tutsi and liberate Kigali.

Between 2,000 and 4,000 Tutsi civilians were massacred at Kicukiro after being abandoned by those they believed would protect them. This tragic event stands as a powerful reminder of the devastating consequences of inaction and the failure of the international community during the 1994 Genocide against the Tutsi. The victims at Kicukiro were not just numbers; they were individuals with lives, dreams, and families. They had sought refuge at École Technique Officielle, believing it was a safe haven. The presence of UN peacekeepers gave them a sense of security in a time when fear and violence had engulfed the country. However, that sense of security was shattered when the troops withdrew, leaving them exposed to imminent danger. The massacre that followed was not spontaneous; it was part of a broader, systematic campaign of genocide. Armed militias, fueled by hatred and extremist ideology, carried out the killings with brutal efficiency. The absence of protection made it easier for perpetrators to act without fear of intervention or accountability. This tragedy highlights the importance of timely and decisive action in preventing mass atrocities. It shows that delays, hesitation, and bureaucratic limitations can have deadly consequences. The failure to protect the civilians at Kicukiro serves as a lesson for the international community to prioritize human life above all else. Today, Rwanda honors the memory of these victims through commemoration and education. The country has made significant efforts to ensure that the history of the 1994 Genocide against the Tutsi is preserved and understood. Memorial sites, survivor testimonies, and educational programs all play a role in keeping the memory alive. As we remember Kicukiro, we must also reflect on our collective responsibility as a global community. Preventing genocide requires more than words; it requires action, commitment, and the courage to stand against injustice. Today, we gather with heavy hearts to remember and honor my beloved mum, a woman whose life was taken far too soon, yet whose love and spirit remain with us forever. My mum was more than just a parent. She was my guide, my protector, and my greatest source of comfort. Her beauty, kindness, strength, and quiet resilience shaped the person I am today. Even in the face of hardship, she carried herself with grace and gave love freely to those around her. The genocide against the Tutsi of 1994 took her from us in a way that words can never fully explain. It left a wound in our hearts that time has not erased. But even in that darkness, her light continues to shine through the memories we hold and the values she instilled in us. I remember her laughter, her warmth, and the way she made even the hardest days feel bearable. She taught me compassion, courage, and the importance of standing strong even when the world feels unbearable. These are gifts that no one can ever take away. Though she is no longer with us physically, her spirit lives on in me, in our family, and in everyone whose life she touched. Today, we do not only mourn her loss; we celebrate her life. A life filled with love, dignity, and quiet strength. Mum, you were taken from us, but you will never be forgotten. Your love remains our guiding light. During the 1994 Genocide against the Tutsi, their mother fled with them to her family in Gitwe. On April 25, 1994, they were killed by Interahamwe, the same day UWASE Antoinette was born. They were killed alongside their younger sister UMUTONIWASE Henriette (4 years old), their mother, their grandmother, and many other Tutsi. They were murdered simply for being Tutsi. Why were even infants targeted? The Genocide against the Tutsi was driven by an extremist ideology aimed at completely eliminating Tutsi people. Infants and children were targeted because they represented the future of the Tutsi community.
