Mainly predators and a small team of individuals who have yet to be caught, and will never come forward because of the cruelty of it. They originally did it as a sacrifice ritual and mainly as a cruel act. They kept it going once it was linked to UFOs, because it made them feel that they were in control of something important.
Our government pretty much caught them, but “ someone“ made the choice to let it continue as long as it didn't get out of hand, and it didn't endanger humans to further the UFO narrative.
A family member of someone important to disclosure investigated and sort of figured out what it was, but didn't have the proof to say it directly. He's been holding onto this information for years, not to increase his or UFOs' reputation but because he wanted solid evidence before exposing it.
Do you not ask me how I know this, because I can't tell you that.
