Chance isn't necessarily a fair arbiter. There are not a lot of opportunities for the numbers to even out. Once per year is a long time to wait.
There should be a reduction or elimination of selecting in the top 3 if your team has made the 1st overall selection in the last 3 years.
Chicago and SJ are right there for both 1st and 2nd. Why can't Bedard and Cellebrini be enough for a bit? To help boost the chance other bad teams have to draft high?
It should be about spreading the high picks around where talent is needed.

I can’t think of a single comparative economic statement from this government that doesn't assume that Cdns are economically illiterate.
eg They boast about having the “lowest net debt in the G7,” knowing full well that Canada is the only country that pretends massive public pension assets (like the CPP and QPP) are freely available to pay government debt.
At the same time, they ignore the fact that Canadian productivity has been essentially flat since they took power in 2015.
