A Ukrainian intelligence official elaborated on this to me months ago: quite a lot of Cuban nationals live in Russia (and/or have Russian citizenship, too). Many of these were sent to the front in Ukraine. So factor that in “the Cuban regime failed to protect its citizens…” Others were recruited in Cuba and traveled to Russia, etc.
