Every time something like this pops up we get a round from the libertarian fraction making the ‘if it requires labor of others it can’t be A Right’ point. Which, to be clear, I agree with!, but gets kind of old (and many just *will never* buy into) I think really what we need is a word different from ‘right’ to refer to such things. Okay, so health care isn’t/can’t be ‘a right’. But it’s still good! And we want everyone to have it! At least to some basic level. That would be good, right? We all agree? Maybe ‘social good’?
