China has been documented using green military grade lasers in the South China Sea, primarily involving confrontations with the Philippine Coast Guard vessels to temporarily blind crew members well within their own exclusive economic zone. Although this particular footage may be old it's an interesting display of grey-zone tactics and pushing the line of confrontation.
