Honestamente, a Alemanha tem 50k municípios, não 5k como aqui e lá é exatamente assim. O açougueiro, o padeiro, o carteiro são vereadores e o prefeito é o dono do restaurante da cidade, tudo voluntário.
A administração é profissionalizada e pronto, eles tem pouco o que votar.
