The Principal Scientific Adviser (PSA) to the Government of India, Prof. @AjaySoodIISc, released the Outcome Report of the “First International Conference on Science & Technology (S&T) Clusters – Making Lives Easier through S&T.” The conference was held on 4–5 December 2025 at Dr. Ambedkar International Centre, New Delhi. The report was released during an online meeting convened on 27 February 2026. The conference aimed to foster cross-border collaboration, knowledge exchange, and partnership development. The launch event was attended by Dr (Mrs.) Parvinder Maini, Scientific Secretary, Office of the PSA, along with the S&T Clusters team at OPSA. CEOs, COOs, and Principal Investigators of the Clusters were also present. The conference brought together Ambassadors, senior diplomats, international experts, senior government officials, industry leaders, academic institutions, and start-up representatives. It enabled dialogue across six priority thematic areas. It also showcased validated and scalable technologies. The Outcome Report consolidates the conference’s key insights, strategic priorities, and actionable recommendations into a forward-looking agenda for global engagement. It outlines pathways to strengthen global cluster-to-cluster networks and enable interoperable innovation frameworks. It also highlights ways to accelerate scalable, climate-aligned solutions through consortium-driven models and public–private partnerships. The report envisions S&T Clusters as “National Technology Accelerators.” It provides a guiding framework to translate research into deployable solutions. The Office of @PrinSciAdvGoI has conceptualised S&T for Sustainable Livelihood System, as ‘Mission सह-SANKALP’ (Science and Advanced Networks for Knowledge-driven Action for Livelihood Promotion). The announcement comes in alignment with the 22nd PM-STIAC's recommendation to implement a mission to harness STI interventions for a sustainable livelihood system. Its objectives are also to strengthen the technology delivery mechanism for livelihood and quality of life. The Incubator Spotlight Series – J&K was formally launched by Dr.Shahid Choudhary, IAS, Commissioner/Secretary, Department of Science & Technology, Government of Jammu & Kashmir. He reiterated Government’s vision of leveraging STI-led incubators to build a resilient, innovation-driven, and future-ready ecosystem in the region. Dr. Shahid emphasized the importance of translating public policy and research into real-world solutions that address societal challenges, improve quality of life, and create dignified livelihoods. He highlighted the role of SKUAST-K in enabling effective lab-to-market translation, bridging research with market validation, and nurturing local innovators. He also underscored the need for policy and structural reforms, including a single-window system for science-based innovations, robust innovation evaluation metrics, and improved service delivery mechanisms. 26 years of bridging Science, Policy & Governance Since 1999, the Office of the @PrinSciAdvGoI (OPSA) has stewarded India's scientific enterprise through transformative decades, anchoring scientific advice at the heart of national mission and policies. As we mark this milestone from 1999 to 2025 of OPSA, we honour the institutional legacy and reflect on the enduring contributions that underscore our aim to serve as a central node in India’s S&T landscape, offering strategic counsel to the Prime Minister and the Cabinet. We extend our gratitude to the innovators, collaborators, and government leadership, whose support continues to enable OPSA in advancing efforts for strategic autonomy and inclusivity in the R&D ecosystem.
