He thought it was clever. He thought it was something to laugh about, not something to be ashamed of. And the audience of Democrats in the room, instead of being horrified at a clear abuse of power, laughed, clapped, and cheered him on. They were literally celebrating a criminal act like it was something to be proud of and rubbing it in our face.
