But to say, for example, that the Ukrainian Constitution makes an election impossible because it cannot be held under martial law is pretentious blather. Were the prof better informed, he might have informed Mr Kirk that no, Churchill did not hold a election during World War II. And about Crimea -- when there's a question to what polity a territory belongs, appealing to an international covenant is one thing, but so is an appeal to a referendum.
