Robert Abigaba, a farmer in Kijura Village, opened 16 acres in just 1 day using tractor services from Kijura SACCO Ltd under the Local Economic Growth Support (LEGS) Project. At only UGX 120,000, he saved UGX 840,000 that would have gone to manual labor. Plenary Session 6 at #UGTradeReview26 underscored the transformative power of collective enterprise in scaling Uganda’s trade competitiveness. With the topic “Scaling Trade through Collective Enterprise - Cooperatives as Market-Driven Engines of Export Growth & Competitiveness,” the panel highlighted that: ✅ Over 100 cooperatives operate in horticulture, over 300 in fisheries, over 150 in cocoa and other crops. ✅ Cooperatives contribute 2.8% to Uganda’s GDP and employ nearly 16% of the population. To compete sustainably in export markets, cooperatives require: 📌 Patient, affordable capital 📌 Incentives tailored to their business model 📌 Inclusion in policy formulation 📌 Strengthened institutional capacity A case study from Ankole Coffee Cooperative Union demonstrated what is possible: through fair trade and organic certification, direct participation in local and international exhibitions, partnerships with international lenders, and consistent buyer engagement, nearly 80% of their exports now reach Germany, Spain, and Japan. SACCOS were recognised for expanding access to finance through asset financing and agribusiness loans secured by group guarantees, while the Warehouse Receipt System is reducing trade risk by enabling aggregation, certified storage, negotiable receipts, and improved market intelligence for smallholder farmers. #UGTradeReview26 #OpenGovUg

PEER LEARNING MISSION: The PSST Dr. @rggoobi together with the Acting Director Budget, Hannington Ashaba and the technical team from the Projects Analysis & Public Investment Department today met a delegation of Senior Gov't officials from the Botswana Ministry of Finance who are visiting the country on a peer learning mission on Public Investment Management (PIM). The delegation is comprised of the Deputy Director Development Budget, Mr. Edwin Tebangwa, Chief Economist,Moemodi Max Sebudubudu and Principal Economist, Ms. Dimpho Baleseng. The Botswana officials are particularly here to learn about Uganda’s framework for identification, assessment and selection of new projects and the fiscal management of projects within the expenditure ceilings. They are also keen to know how to rationalize a bloated project portfolio in the face of budget constraints, the systems for appraisal and implementation of projects as well as management of project database. PSST Ggoobi welcomed the team to Uganda & briefed them on the requirements for executing a successful project management process. Dr. Ggoobi said the top leadership must support the process, and projects must undergo rigorous evaluation to succeed. He also emphasized the need to train officers on PIM processes, adding that the Ministry technical team must acquire knowledge on how project appraisals are done & also train other government ministries and departments.      The PSST also highlighted other measures such as co- investing with the private sector and putting in place frameworks like the Integrated Bank of Projects and the Development Committee.

COALITION OF FINANCE MINISTERS FOR CLIMATE ACTION: Principal Economist,Joel Muhinda chaired the session on “Leading by example: member presentations on policy instruments” at the In-Person Global Deputies meeting of the Coalition of Finance Ministers for Climate Action in Kampala. Country experiences from Uganda, Zambia, Ireland, and Denmark showed how climate considerations are increasingly being integrated into macro-fiscal frameworks, tax policy, and sovereign risk management. This is essentially the right long-term direction to combat risks to the environment through economic and fiscal policy. Muhinda urged the coalition and the development partners to consider adopting a framework of DEBT RELIEF linked to verifiable climate action, which should be viewed not as charity but rather as strategic economic policy. "A flexible, case-by-case framework, supported by bilateral and multilateral partners, can preserve debt sustainability and creditor confidence while unlocking near-term fiscal space. Such an approach would signal good faith, close the transition gap, and align climate ambition with macro-fiscal reality," he said. Muhinda said climate resilience, productivity growth, and structural transformation must move together,adding that Africa must grow its GDP and productive capacity. "A wealthier, more productive Africa and Global South is not only essential for the continent, but it also benefits the entire world through stronger markets, reduced systemic risk, and more resilient global growth," noted Muhinda. Climate change is no longer simply an environmental issue; it is a macroeconomic and fiscal challenge and Finance ministries must lead with discipline, credibility, and urgency.

PARLIAMENT APPROVES BUDGET FRAMEWORK PAPER: Parliament has this evening approved the National Budget Framework Paper for Financial Year 2026/27-FY 2030/31 after an extensive debate of the report of the Committee on Budget. The Minister of State for General Duties @henrymusasizi1 in his remarks said the strategic policy direction of Gov't next FY and the medium term is to deliver the Tenfold growth by expanding the size of the economy to USD 500 billion by 2040. He said Gov't will focus on the key priority sectors- ATMS and Enablers as well as export growth to accelerate socio-economic transformation. He said the economy is projected to grow between 6.5% and 7% next FY. In line with the strict timelines spelt out in the PFMA Cap 171, @henrymusasizi1 pledged the support of @mofpedU to Parliament to ensure that the budget for FY 2026/27 is processed by the end of April 2026, before the inauguration of the 12th Parliament. Government next FY will also pay special attention to the following areas: (i)  Stamping out budget games that breed corruption. (ii)  Closing leakages in routine expenditures such as transfers to schools, health centres and the payroll. (iii) Improving liquidity (cash) management and sovereign credit ratings. (iv) Diversifying sources of development finance including tapping into innovative financing. (v) Strengthening internal controls and the audit function to eliminate corruption. (vi)  Completing public procurement reforms. (vii) Improving management and maintenance of public assets. (viii) Increasing domestic revenue mobilization. (ix)  Strengthening the governance and supervision of state-owned enterprises. (x)  Addressing issues that affect project execution and addressing the low absorption of borrowed funds for projects as well as improving programming for counterpart funding for externally financed projects. (xi)  Strengthening the capacity of the Uganda Bureau of Standards (UNBS) for certification of products to guarantee standards for exports and the domestic market. (xii)  Improving performance management in the public service. (xiii)  Improving coordination of Government around a common goal. (xiv) Clearing the current stock and stopping the creation of new domestic arrears. A strategy is already in place to eliminate the current stock of domestic arrears in three financial years starting FY 2025/26. #DoingMore 📸Courtesy
