Signing of the Doha Framework for Peace between the Government of the Democratic Republic of the Congo and the Congo River Alliance (M23 Movement) #MOFAQatar

This is very welcome news and the result of some deeply impressive mediation by @dr_al_khulaifi and his team and great leadership on all sides. The people of Eastern DRC need peace and this is an important step further towards that.

We commend the signing of the Prisoner Exchange Mechanism by the Government of the Democratic Republic of the Congo and the AFC/M23, a pivotal step toward de-escalating hostilities and fostering peace in eastern DRC. Under this mechanism, the International Committee of the Red Cross (ICRC) will act as a neutral intermediary to facilitate the identification, verification, and safe release of detainees held by both sides. We deeply appreciate Qatar's critical work with the @ICRC on this process and encourage parties to use this momentum to make additional progress on reaching a final peace agreement.

RIP Prof Jack Spence

We are deeply saddened to learn of the death of Professor Jack Spence, former editor of International Affairs (1991–96) and @ChathamHouse director of studies (1991–97). A distinguished scholar of international relations, Jack played a pivotal role in shaping the direction and influence of International Affairs. His work helped ensure that IA continues to thrive as an academically rigorous, policy-relevant journal of global renown. Jack’s insight, generosity and commitment to the study of foreign policy have left a lasting impact on colleagues and students alike, and his legacy lives on in the pages of our journal. He will be remembered with great respect and affection, and we extend our condolences to his family and friends.

The @UN Security Council welcomes the significant progress in the talks between DRC and M23 in Doha, facilitated by Qatar, following the peace agreement between DRC and Rwanda in June. The Council calls on the parties to uphold their commitment to a permanent ceasefire.

I welcome the deal agreed between the DRC government and AFC/M23 yesterday in Doha. This marks a significant step towards peace in eastern Congo. I am grateful to Qatari mediators, who made this agreement possible.

I welcome the news that the Government of DRC, through Qatari mediation, have agreed a Declaration of Principles with Alliance Fleuve Congo/M23. This is an important step towards peace.

The DRC and Rwanda signing a peace agreement is hugely welcome, facilitated by strong leadership and sustained effort from the US. Full implementation is now essential. All parties should continue engaging with African and Qatari led mediation processes.
