In 2013, a wet-leased TUI Netherlands Boeing 737-300 bound for Turkey began its takeoff roll with its flaps still retracted. The A320 has a similar interlock mechanism that prevents unsafe retraction by locking the lever in DOWN if any shock absorber isn't fully extended. It adds one more clever safety: it also checks that the nose wheels are centered. Even better - the nose gear shock absorber extended and nose wheels centered signals come from the same proximity detectors.
