Home Affairs Deputy Minister Admits No One Knows Exact Number of Undocumented Migrants in South Africa, Urges Organizations to work with them in Identifying Illegal Foreigners Deputy Minister of Home Affairs Njabulo Nzuza has admitted that no one knows the exact number of undocumented migrants in South Africa. He made the remarks during an appearance on SABC News’ programme It’s Topical, where illegal migration, border control, and enforcement challenges were discussed. Nzuza said the issue dates back to 1994 when South Africa’s immigration laws were crafted with a focus on openness. He explained that policymakers at the time did not fully anticipate challenges such as illegal movement of people, goods, and human trafficking, resulting in systems that favoured easier movement. He added that South Africa has become a key destination for migrants due to its relatively stronger economy in Africa. According to Nzuza, the country’s economic position continues to attract people from across the continent, placing ongoing pressure on border systems and immigration control efforts. Nzuza pointed to steps taken by the current administration, including the introduction of the Border Management Authority, to strengthen border security. He said increased investment is being directed toward the security cluster, emphasising that economic growth depends on maintaining safety and protecting the country’s sovereignty. Responding to a question from host Blaine Herman, Nzuza said undocumented migrants cannot be precisely counted because they do not pass through formal border systems. He noted that authorities rely on estimates and information from communities and civic organisations to identify areas experiencing influxes of undocumented individuals. He urged communities and organisations to work with government in identifying illegal foreigners. Nzuza said inspection units continue to conduct operations to locate and deport those in the country unlawfully, but added that more resources and investment are needed to effectively manage illegal migration.
