The "Food Stamp" program changed when they switched from physical stamps to EBT cards that are to look like credit/debit cards issued by banks. There was a social stigma attached to having to pull out books of stamps and hand them over to the cashier. They did not resemble cash and the person using them knew everyone around could see. The stigma was motivation to find a job -- or a second job -- and get off welfare. Right or wrong -- there is no doubt that a segment of the working poor (along with lazy freeloaders) relied on food stamps to survive. That's why they were part of the social safety net. BUT, when the payment system took on a form that was indistinguishable from everyone else in line at the grocery store, that stigma was lost. And the food stamp program has done nothing but grow every since.
