My guess is that Trump is looking to tighten the screws even further on Iran by resuming military strikes in addition to the Gulf closure, but wants a more 'noble' reason to do so
So his proposing this escort and figuring he wins either way
If Iran fire's on the escort, that gives Trump the excuse to escalate
And if it doesn't, then he scores points with the rest of the world by rescuing the neutral vessels
