By contrast, with the example variants (ignoring that they are dated), the popular vote winner would almost always win the House.

This is insanely stupid framing. Black people, who vote overwhelmingly for Democrats, have minimal voting power so long as Republicans have power. Fewer black districts suck, but a few extra black Democrats in swing/blue states in a permanent chamber-wide minority is powerless.

@StatisticUrban The county-based version was less nonsensical with respect to crossing every boundary imaginable while yielding a similar result. Obviously that will be well out of date given modern leanings and population distribution, though, since it is from January 2018.

@LeaningRight36 @StatisticUrban Which would be the result of 'fair maps.' The system was designed to limit your ability to run up the score in cities. Wisconsin is the perfect example D+80 in Milwaukee and Madison rest of state is R+15 so end result is 6-2.
