I get what you mean, but I would still say that my plan makes it less likely that the military just seizes power compared to the current US government, and other western governments, where one executive has near complete financial, military, and federal police power. Under my system even if the military seizes power, they will still have to deal with the fact that all of the non military/police government departments are run by the House of Commons and their loyalists. If they take control by force they either purge these offices of House of Commons loyalists which will leave them as rulers of a barely functioning state, or they could leave the loyalists in their positions which will dilute their power, and will make the coup kind of pointless.

That is why I support a 3 branch government, with two legislatures headed by executives, and one Judiciary. The House of Commons will made up of members of voted on every 4 years by all tax paying net contributing men, and any women with 2 or more children. The speaker/head of this chamber will also be chosen by voters every 4 years, but 2 years before/after any election for the members. This branch will handle practical things such as voting on infrastructure, what if any aid should be given to the poor, and the size of the federal budget. The Senate would be made up of members voted on by current and former members of the military, members of the state department, and anyone who can pass a foreign relations exam. The term for Senators would last 8 years, with 1/4 of the senate being eligible for election every 2 years. The President of the Senate would be selected by the members of the chamber, can only serve a single 8 year term, and would be the head of state of the country. The Senate would control Foreign Policy, the Military, and would share joint control over education, cultural policy, and monetary policy with the House of Commons. The Federal Judiciary would be chosen in elections similar to those in China, where voters directly vote for local judges, those local judges vote for state level judges, and the state level judges vote for the Supreme Court. The Supreme Court would consist of 7 members who each serve a 21 year term, with one member being up for election every 3 years or in case of death. This would allow for gradual change in the court while also allowing the previous generation to reign in the excesses of the newer generations. The Supreme Court would rule on the constitutionality of laws but they would also pick a Chief magistrate every 3 years before a new justice accents to the court. The Chief magistrate would serve under the justices and would control the national guard, the FBI, and any other federal law enforcement. By giving one branch financial power, one military force, and another civil police power, the two weaker branches have enough hard power to check the most overreaching and tyrannical of the three branches. This is just a draft of my ideas, so there is some room for improvement.
