I am not sure the prime minister’s partial U-turn on abolition of universal entitlement to the winter fuel allowance is the cleverest political action he will ever take.
Today at PMQs, he has in effect conceded the charge made against him and the chancellor from both left and right that he caused excessive hardship to vulnerable pensioners.
But he won’t say what the new income threshold will be to receive the £200 payment, because he says that will be decided and announced at what he calls a “fiscal event” - which could be the spending review of ministerial resources on 11 June (if that is a proper fiscal event - which I doubt) or the autumn budget.
In the meantime he may suffer the worst of all political consequences:
first, there will be distracting and relentless speculation about how many pensioners on higher incomes will be granted the allowance;
second, there will be distracting speculation about the new mechanism for delivering the re-worked allowance (will it be like child benefit, namely a universal entitlement that is paid back by those on higher incomes?);
third, the charge will be repeated for months that he has been forced into an admission that he made a mistake, while being unable to put the u-turn humiliation behind him precisely because we won’t know how generous the new system will be for some time yet.
And another thing. This is a government that insists its philosophy is to make tough decisions for long term gain. That is less credible than it was from a PM and chancellor who appear to have executed a panicked policy reversal in the wake of their party’s recent dreadful local and by-election results.
For a party with such a huge Commons majority and with more than four years left in office, that looks a bit wobbly, to put it mildly.

Starmer is acting tough in taking away money from some of the most vulnerable in society, disabled people, the poor, the sick.
