Haaai maan you know I'm rewatching this DC Dlamini's testimony yesterday and I'm laughing thinking if there's one bit of his testimony that would send him straight to prison is this one of his nephew. 🤣 That "ahh alright" at the end by Justice Madlanga, he probably wishes this was a proper court, he would have given the sentence to Kgosi Mampuru already. [COMMENT] What’s coming out of the Madlanga Commission should be a wake-up call, not just for Ekurhuleni and Tshwane, but for how local government is functioning more broadly. The pattern isn’t random misconduct-it points to systemic governance failure. When irregular contracts, dodgy procurement, and abuse of public funds go unchecked for long periods, it means multiple layers of control have either collapsed or been deliberately bypassed. So why weren’t these issues picked up earlier? On paper, municipalities have oversight mechanisms: internal audit units, municipal public accounts committees, supply chain controls, and external audits. The problem is that many of these structures are either weakened, politicised, or ignored. Internal auditors often raise red flags, but their findings don’t translate into action. External audit findings are repeated year after year with little consequence. In some cases, oversight bodies themselves become compromised, either through pressure, fear, or direct involvement in the networks they’re meant to monitor. Then there’s the political layer, which you can’t sidestep. Political leadership is supposed to provide accountability and direction, but too often it becomes part of the problem. Deployment practices, patronage networks, and factional battles create environments where loyalty outweighs competence, and where officials implicated in wrongdoing are protected rather than removed. Even when evidence surfaces, action is delayed, watered down, or buried because it’s politically inconvenient. Johannesburg is going to be under soon and it’s unlikely to be an outlier -it will probably reflect similar structural weaknesses. The issue isn’t confined to one or two metros; it’s about how governance systems are being undermined across the board. Now, what’s actually needed,because this is where most discussions fall short: First, real consequence management. Not statements, not suspensions that drag on, but swift disciplinary action, blacklisting of corrupt contractors, and criminal prosecutions that actually stick. If people see that nothing happens after exposure, the system teaches them that corruption is low risk. Second, independent and empowered oversight. Internal audit units need genuine independence, proper resourcing, and protection from interference. Their findings must trigger automatic action, not optional responses. Third, professionalisation of local government. Key positions, especially in finance and supply chain, should be filled based on qualifications and track record. There also needs to be on-going lifestyle audits. Minimum competency standards must be enforced, and people who fail them shouldn’t be recycled into other posts. Fourth, transparent procurement systems. Digitised, open procurement processes reduce manipulation. Fifth, political accountability. This is the hardest one. Councillors and executive leadership must be held responsible not just for direct wrongdoing, but for failing to act when corruption happens under their watch. Without that, oversight will always be selective. Lastly, protection for whistleblowers. Many of these issues are known internally long before they explode publicly. If people don’t feel safe to report corruption, the system stays silent until the damage is massive. The uncomfortable truth is this: the problem isn’t a lack of rules: South Africa has plenty. It’s a lack of consistent enforcement and political will. @pule_jones
