As America marks its 250th anniversary, the Problem Solvers Caucus is proud to unveil our bipartisan Gerrymandering Reform Framework to strengthen trust in our democracy. The framework includes four bipartisan reforms to create a more transparent, fair, and representative congressional redistricting process nationwide. Our proposal is built on a simple premise: voters should choose their representatives, not the other way around, and achieving that requires both parties to be part of the solution.

I’m pleased to co-lead this bipartisan task force because gerrymandering is not a Republican problem or a Democratic problem. It is an institutional problem.  Voters should get to choose their representatives—not the other way around. That principle matters especially as America marks 250 years of self-government.  This framework is a serious step toward a more transparent, accountable, and representative redistricting process. Today, four bipartisan bills from the Problem Solvers Caucus Affordability Agenda officially became law to help lower housing costs for Americans: 🏠 Accelerating Home Building Act 🏠 Choice in Affordable Housing Act 🏠 HUDVA Act 🏠 VALID Act Housing affordability remains one of the biggest challenges facing American families. Together, these reforms will help expand housing supply, increase access to affordable housing, and lower costs for families across the country. This is an important win, but our work is far from finished. We remain committed to advancing bipartisan solutions that lower costs and expand opportunity for American families.

The term, originally written as “Gerry-mander,” first was used on March 26, 1812, in the Boston Gazette — a reaction to the redrawing of Massachusetts state senate election districts under Gov. Elbridge Gerry. More than two centuries later, partisan redistricting continues to challenge voter representation across the country. As the Problem Solvers Caucus continues to work toward redistricting reform, questions about transparency, representation, and public confidence in the electoral process remain at the center of the discussion.

In his First Inaugural Address in 1861, during a time of deep national division, President Lincoln urged Americans to “appeal to the better angels of our nature.” Today, my co-chair of the Problem Solvers Caucus, Brian Fitzpatrick (R-PA), and I were inspired by the everyone living up to those aspirations as Americans prepare to celebrate our nation's 250th birthday.
