Vazio legal não é confissão de impotência . Sem prorrogação, a derrogação temporária caduca e as plataformas ficam sem qualquer base jurídica para continuar a deteção voluntária. Isso não significa que parem de rastrear , significa que continuam a fazê-lo sem enquadramento nenhum, o que é pior do ponto de vista da supervisão, não melhor.
Já agora , a 11 de março de 2026, antes do chumbo final, o Parlamento tinha aprovado (458-103-63) uma posição de compromisso que já excluía comunicações E2E, proibia scanning de dados de tráfego, e limitava a deteção a conteúdo já identificado ou sinalizado , com visadas apenas por autorização judicial. Foi o Conselho (Estados-membros) que rejeitou essas condições, não o Parlamento que cedeu. Foi precisamente essa posição negociada em março que serviu de base ao texto que agora se prorroga temporalmente até que o regulamento CSAR esteja negociado. A minha posição mantém-se a mesma que afirmei publicamente o ano passado. Espero ter esclarecido . Obg

Olá. Não esteve em causa a aprovação do regulamento permanente conhecido como “Chat Control”, que continua em negociação. Trata -se de uma medida como uma derrogação temporária, destinada a permitir detecção voluntária de abuso sexual infantil online sem quebra de encriptacao ( que existe desde 2021g e a evitar um vazio legal enquanto o quadro permanente está em negociação. Em Setembro de 2025, escrevi o que continuo a defender. Existem alternativas como investigações direccionadas com mandado judicial, reforço de recursos para equipas policiais especializadas e cooperação estreita entre plataformas e autoridades, que permitem combater o abuso infantil online sem destruir a privacidade, a encriptação e a cibersegurança de todos. Por estas razões não acompanhamos a proposta dinamarquesa na sua versão original.
O que esteve em causa não foi a aprovação final do regulamento permanente conhecido como Chat Control. Esse regulamento continua em negociação. Escrevei um artigo em breve sobre o assunto. Obrigada

And it passed anyway.
Let me tell you how: they needed 361 votes to say no. On the last day before vacation. Every empty seat counted as a yes.
They lost the vote. They won the law.

Mein Eindruck von der heutigen Abstimmung über die Chatkontrolle im EU-Parlament: Ein beträchtlicher Teil der Abgeordneten hatte nicht den leisesten Schimmer, was Sache ist. Es kam zu tumultartigen Szenen, und eine entscheidende Abstimmung wurde künstlich lange offengehalten, bis die Abstimmungsgeräte geschlossen wurden.
Man könnte fast meinen, das alles passiert mit voller Absicht. Ach was, streichen wir das „fast“ – man kann es absolut glauben, man kann es halt nur nicht beweisen.
Dieses Hohe Haus ist kein Parlament mehr, sondern gleicht eher einer intellektuell und demokratisch verwahrlosten Butze. Ein reines Scheinparlament.
Wenn wir überhaupt noch abstimmen dürfen, dann doch nur, damit die Presse das ohnehin feststehende Ergebnis brav und kritiklos vermelden kann. Im Prinzip könnten von der Leyen, Metsola und Manfred Weber das Resultat vorher auf eine Serviette schmieren und direkt an die Journalisten verteilen.
Um es ganz klar zu sagen: Die Ergebnisse stehen längst fest. Was hier in diesem Parlament abgeliefert wird, ist eine einzige Schande. Was hier in der Europäischen Union läuft, ist hochgradig antidemokratisch.

Ich habe heute versucht, die Chatkontrolle zu stoppen. Am Wochenende mussten Sibylle Berg und ich Parlamentspräsidentin Metsola schriftlich mitteilen, dass das Durchprügeln der Chatkontrolle im Eilverfahren leider gegen die Geschäftsordnung des EU-Parlaments verstößt. Während Metsola der interessierten Presse daraufhin (fälschlicherweise) mitteilte, dass das schon alles seine Richtigkeit habe, warten wir immer noch auf ihre Antwort. Deshalb wollte ich es ihr heute bei der Eröffnungssitzung in Straßburg noch einmal erklären. Und musste erstaunt feststellen, dass die Präsidentin doch Regeln kennt: Exakt nach 60 Sekunden hat sie mir das Mikrophon abgestellt. (regelkonform, wird aber selten gemacht) Dabei hätte ich noch einiges zu sagen gehabt: "Frau Präsidentin, Sie wachen nach Artikel 22 über dieses Regelwerk (mit der ausgedruckten Geschäftsordnung wedelnd) - erklären Sie den Eilantrag für unzulässig. Wir sind hier schließlich nicht auf Malta! Die aktuelle Fassung der Geschäftsordnung überreiche ich Ihnen gerne persönlich. In der MEP-Bar." Wie es nun weitergeht? Morgen wird über das Eilverfahren abgestimmt, obwohl diese Abstimmung gar nicht stattfinden dürfte. Wenn der Antrag erfolgreich ist, kommt die Chatkontrolle Donnerstagmittag zur Abstimmung ins Plenum. Um sie noch zu stoppen, müssten 361 Abgeordnete - eine qualifizierte Mehrheit - DAGEGEN stimmen. Die schlechte Nachricht: Donnerstag ist der letzte Tag vor der Sommerpause und viele MEPs dürften bereits auf dem Weg in den Urlaub sein. Ein Schelm, wer Böses denkt bei dieser Terminierung... Smiley! Wenn die Chatkontrolle durchgeht, dürfen die Plattformen (also die US-Tech-Bros) wieder & weiterhin fröhlich & ganz legal Ihre Nachrichten scannen. Schreiben Sie also gefälligst etwas unterhaltsamer in den kommenden Wochen... ZwinkerSmiley!

Remember – since 3 April, there is no legal basis allowing platforms to detect, report, and remove child sexual abuse material online.
We cannot accept this legal vacuum. We cannot let child abuse material go unnoticed and unreported, day after day.
On Thursday, MEPs will vote on the targeted, voluntary measure to close the gap and protect vulnerable children, without compromising European privacy rights.
This is urgent. This vote matters.
And protecting children is our baseline. From day one. Always.

What @EPPGroup and @EP_President are doing to push Chat Control is an embarrassment to democracy and to EU values.
For three years, experts have explained why client-side scanning fails to protect children while breaking encryption for everyone. Citizens rejected it. It is being forced through anyway, against every democratic principle.
