I’ve seen white parents doing the same thing. When you have kids in a grocery store, they need to be occupied with something while you try to shop. Many times they’re hungry. I’ve done this very same thing except I keep the packaging and pay for it at checkout along with the rest of my groceries. Stop making this into a racial thing. This is a parenting thing.

Black parents are letting their kids eat food inside stores before paying. In this case, it was junk food like ice cream—not exactly a great choice.
