Today, I stood alongside 23 Veterans Service Organizations and the surviving brother of Major Richard Star in support of the Taking Care of America's Veterans Act, which is expected to be considered on the House Floor later this week. This bipartisan legislation includes key provisions of my Major Richard Star Act, bringing long-overdue justice to nearly 60,000 medically retired combat Veterans by restoring concurrent receipt of the retirement pay and disability benefits they earned through their service and sacrifice. While I remain committed to achieving full concurrent receipt for every disabled Veteran, this package represents a significant step forward and will provide meaningful, immediate relief to tens of thousands of our nation's heroes. In addition to the Richard Star provisions, the bill includes 59 other bipartisan measures that will strengthen benefits and services for Veterans, surviving spouses, caregivers, and military families. The urgency of passing this legislation has never been greater. Earlier today, the Department of Veterans Affairs advanced its rulemaking process to implement proposed changes to future disability ratings for tinnitus and sleep apnea - the very policies that serve as the funding mechanism for this legislative package. If those changes are implemented administratively rather than through Congress, the resulting savings will be diverted elsewhere instead of being reinvested in critical Veteran priorities. Congress has a clear opportunity to ensure those savings are used to fulfill our promises to those who have worn the uniform. The time to act is now. Our Veterans—and the families who have sacrificed alongside them—have waited far too long.

To manufacture urgency for TCAVA, Rep. Bilirakis claims the VA 'advanced its rulemaking' on tinnitus/sleep apnea ratings today. The proposed changes have been pending since the 2022 NPRM. No Federal Register final rule or new public action today. This is transparent legislative gamesmanship timing an internal step with this week's floor vote to pressure holdouts and lock in offsets for the Star Act package. Congress should debate the merits openly, not via manufactured deadlines."

I urge veterans, donors, journalists, and congressional staff to look at these images, read the reporting, and ask whether DAV’s Title 36 congressional charter still reflects its duty to disabled veterans.

As a former DAV commander, I’ve had to FOIA VA data and never once saw awards broken out by VSO’s. That’s why I’m so skeptical of DAV’s $30–33B “earned benefits” claim. In my opinion, I’m still not sure it’s right to hurt local Vet’s, seize funds, close chapter facilities for more profit 🤔

The FOIA/VA data I received listed veterans and benefit levels by county and state, not by veterans service organization. There was no column for DAV vs VFW vs American Legion. So from what I saw, there’s no public VA dataset that can recreate DAV’s $30–33B claim.

DAV touts “$30–33B in earned benefits” in its PR and annual reports but doesn’t show the math or any VA data series a donor or member of Congress could use to independently verify it. Why should anyone accept that number on faith?

In my opinion, the truth hurts when they can’t respond. They also claim $30-33 billion in earned benifit’s. Do not mistake that as “DAV dollars” it is VA Tax payer dollars. That was their defense for taking a small bequest from a Chapter and then shutting them down. thewarhorse.org/disabled-veter…

In my opinion as a former DAV leader, DAV’s “$30–33B in earned benefits” claim and its handling of estate gifts and chapter funds like the Sacramento case reported by @TheWarHorse raise serious transparency and oversight questions that donors and Congress should not ignore.
