For info re the EWR incident, if you’re not familiar with Runway 29, it gets used sparingly at best (I’ve never landed on it in 25 years of flying to EWR), and usually with a howling westerly (As was the case).
There is no ILS onto runway 29 (It’s not fitted), just a series of RNAV approaches, the best of which terminate at a decision altitude of 490’ and the remainder of the approach is a visual segment prior to touchdown.
RNAVs are not designed to provide precision guidance to landing/touchdown.
