In a 6-3 decision along ideological lines, the Supreme Court Wednesday threw out Congressional maps drawn in Louisiana to create a second majority-minority district to comply with the Voting Rights Act. The VRA had helped to increase Black and Hispanic representation in Congress over the last century. The decision is expected to touch off a new push by red states to redraw their congressional maps to help Republicans.
