What I do know is that NCTC was investigating any foreign linkage that could have taken place, not necessarily just to the suspect, but any foreign connections. We were stopped really early on from thoroughly investigating that, and from my vantage point, I didn’t see that investigation being done very thoroughly. The only thing I know for sure is that our due diligence was not done on looking at the foreign links.
