If he has a slightly longer commute than average that boot load will last him a week or two.
Because petrol tanks are hidden and the pump flows quite fast people don't notice how much they're carrying around.

This will be a lot more like Venezuela than Iraq. There are 31 IRGC bases that are still firing missiles.
