983 is often a demonstration jet currently assigned to 354th Fighter Squadron at Davis-Monthan Air Force Base in Arizona. While we don’t know for sure why 983 has F-22 and F-16 kill marker, this Warthog often flies as part of the USAF Heritage Flight along side several different aircraft including the aforementioned. Hope this helped hard to know for sure as it’s likely a joke and therefore wouldn’t be anything easily confirmed.

This is pretty overblown.
The people he's preaching to/at have a permit for the event and are allowed to control access to permitted events (like selling tickets to make money on the event for example).
He's using free speech as a red herring, the cops told him if he just crossed the street he'd be fine.
It's the location not the speech. And while it is a public street when it's NOT permitted, it is not public when it IS permitted.
