Betsy DeVos denied the conversion. The report doesn't say that. It also doesn't say the second Trump administration dropped the GCU fine and killed the consumer protection lawsuit after inauguration. The report accuses Biden of selective enforcement. It is itself a document of selective omission. Every fact that would complicate the narrative - Trump's own ties to these schools, the origins of the enforcement actions, the students the fines were designed to protect - is absent from 200 pages and 1,100 footnotes.
