I have no clue how it's managed but the last time it was explained to me was that it doesn't mask anything just adds another layer with the VPN IP on it instead of just your own. ISP can still see it's coming from you. Don't know much beyond that. Not something I spend much time with.

It's an encryption tunnel inside of your existing packets. Your ISP can see when the VPN is there and they can see what sites you're hitting. It's just used to trick the site your visiting to think you're someone you're not.
Whomever is running the social media account doesn't seem to know how end to end encryption even works accusing Google of not having end to end because they can *checks notes* use the key they use to encrypt to decrypt. It's all very odd behavior.

The original tweet was a joke about how funny it is that even the most privacy focused Android setup still often ends up needing Google Play Services for mainstream app compatibility.

Reminder: Telegram's default "Cloud Chats" are not end-to-end encrypted. Telegram holds the keys. Group chats? Never E2EE. Channels? Never E2EE.
