Are you sure he started behind it? Not sure it matters. Either way, he was attempting to block her escape I believe, because the other officer gave her the order to leave her vehicle. Note: It doesn't matter if it was a lawful order. The legal presumption that the second officer can operate under is that ALL orders from another cop, even if they just arrived at the scene, are in fact lawful orders. Given that lawful order, he then needed to make clear that she could not leave. Unlike civilians, law enforcement personel are not required to make a best effort to evacuate from the path of an oncoming vehicle. So throw that idea away too. Additionally, he was in a previous incident with a fleeing vehicle, where he was dragged 300ft and required hopitalization. So yes, he had an itchy trigger finger, but that is not against the legal framework of self-defense. The final argument is that "he shot too many times from the side". The moment he makes a decision to draw, he is stopping the driver, regardless of split second awareness of his or the cars position. Obviously, he can't dodge the car and then 10 seconds later, open fire from the side. But that is not what happened. He had to instantly decide to use deadly force and carry out that concept in about a second's time span.

Based on the video, I'm not 100%, but it also looks like she HIT him with her vehicle. There are degrees to everything, but playing games of "dare" with officers is sometimes going to end like this. There are a million other videos where they don't shoot. This one did. Legally justified, yes. We can argue about morality all day, but it was legally justified.
