There’s police protocol or tactical guideline that explains why officers might not immediately rush in to approach and cuff a suspect (or “criminal”) who’s down on the ground—especially after a shooting, a pursuit crash, a tasing, or any high-risk takedown. The key principle is officer safety first, which is drilled into training across most U.S. law enforcement agencies (and similar in many other countries). Officers are trained to treat a downed suspect as potentially still dangerous until the scene is fully secured and the threat is confirmed neutralized. Here’s why they might hold back briefly rather than approach right away: • Suspects can still pose a lethal threat even when apparently down or injured — People who have been shot (even multiple times or in vital areas) can continue moving, reaching for weapons, or fighting for several seconds to minutes. Historical cases (like the 1986 FBI Miami shootout) and medical data show that someone with serious gunshot wounds can still function aggressively before collapsing. Officers command “show me your hands,” “don’t move,” or similar while maintaining distance to watch for hidden weapons or sudden movements. • The 21-foot rule (or similar reactionary gap concepts) and general officer safety tactics emphasize maintaining distance until it’s safe to close in. Approaching too soon risks an ambush if the suspect is faking injury, has a hidden gun, knife, or explosive, or is simply playing dead/waiting for an opportunity. • Standard procedure in many departments (especially after an officer-involved shooting or use of force) is to: 1. Ensure the immediate threat is stopped. 2. Maintain cover/concealment and verbal commands from a safe distance. 3. Confirm no weapons are accessible (often by directing the suspect to show empty hands or roll in a certain way). 4. Only then approach (often with multiple officers, one providing cover) to cuff, search, and secure the person. 5. Render aid or call EMS once the suspect is secured and no longer a threat. This isn’t universal—protocols vary by department, the specific situation (e.g., clearly unarmed and compliant vs. armed suspect), and whether backup has arrived—but rushing in without verifying safety is considered poor tactics and can get officers killed. In videos that go viral showing officers “just standing there,” it often looks callous to the public, but from a training perspective, it’s frequently the deliberate application of risk assessment: prioritize neutralizing any remaining threat before transitioning to cuffing or medical care.

He could have simply stood down and got arrested. He chose the consequences. You don't do that shit to cops! People need to stop resisting. They are going to jail whether they like it or not.
