बंगलोर में एक सॉफ्टवेयर इंजीनियर का 43.5 लाख रुपए सालाना पैकेज था। पिछले 5 साल में उसने सरकार को 30 लाख रुपए इनकम टैक्स दिया । अचानक छटनी के कारण उसकी नौकरी चली गई। बचत से कुछ दिन घर चला। कुछ नहीं बचा तो वह डिप्रेशन में चला गया। अमेरिका में टैक्स पेयर्स को सामाजिक सुरक्षा (सोशल सिक्योरिटी) मिलती है। नौकरी जाने पर सरकार उसे दूसरी नौकरी ना मिलने तक पेंशन देती है। भारत में सिर्फ "आने दो" सिस्टम है। यहां इनकम टैक्स न देने वालों को सरकार मुफ्त बिजली, पानी, बस यात्रा, लाडली बहन जैसी कई योजनाओं समेत मुफ्त राशन बांट रही है, सब्सिडी दे रही है। लेकिन जिसने सरकार को टैक्स दिया है, उसके लिए कुछ नहीं है। खुद का छोटा मोटा व्यवसाय करने वाला आदमी self employed कहलाता है, सारी उम्र सरकार को tax देता है पर ज़िन्दगी मे कभी कोई ऐसी सरकारी सहायता नहीं मिलती। कोरोना काल मे इनकी क्या सहायता की गई…? कमाल की बात ये है की मेरे और आप जैसे स्वाभिमानी इंसान को भीख मांगना भी नहीं आता…. यहाँ फोकटियों के मज़े है!!

एक आम मिडिल क्लास परिवार में 5 से 8 सदस्य होते हैं। सबके पास स्मार्टफोन तो है, लेकिन सबको इंटरनेट की जरूरत नहीं होती। फिर भी टेलीकॉम कंपनियाँ ऐसे दिखाती हैं जैसे हर व्यक्ति को रोज़ाना 2GB डेटा चाहिए। हकीकत यह है कि बहुत से बुजुर्ग, महिलाएं या बच्चे सिर्फ कॉल करने या व्हाट्सएप चलाने के लिए फोन रखते हैं। उन्हें न वीडियो स्ट्रीमिंग चाहिए, न भारी इंटरनेट पैक। लेकिन कंपनियाँ ऐसे महंगे प्लान देती हैं कि लोगों को 350 से 900 रुपये तक खर्च करने पड़ते हैं — सिर्फ कॉल करने के लिए। रिलायंस जियो, एयरटेल, वोडाफोन जैसी कंपनियाँ जनता से "डेटा रेवेन्यू" के नाम पर जबरदस्ती वसूली कर रही हैं। लोगों के पास छोटे रिचार्ज का विकल्प तक नहीं बचा है। पहले 49, 79, 99 रुपये के कॉलिंग पैक मिलते थे — अब सब खत्म। सरकार और TRAI को हस्तक्षेप करना चाहिए ताकि कंपनियाँ अलग-अलग श्रेणी के लोगों के लिए प्लान लाएँ —>> 1. केवल कॉलिंग प्लान (100 रुपये के अंदर) 2. लिमिटेड डेटा + कॉलिंग (जरूरत भर का डेटा) 3. प्रीमियम डेटा यूजर (जो वीडियो या काम के लिए इंटरनेट चाहिए) हर कोई डिजिटल इंडिया का हिस्सा बनना चाहता है, पर मजबूरी में महंगे प्लान लेकर जीना डिजिटल नहीं, लूट है। कॉलिंग सेवा एक जरूरत है, कोई लग्ज़री नहीं — और इसे आम आदमी की पहुंच में लाना सरकार और कंपनियों की जिम्मेदारी है।

Dear Jio, Airtel, BSNL is providing very affordable plans with ONLY Voice & also minimum Data. On behalf of all of us, I have two Suggestions: - Most Indians have Wifi access. Senior Citizens use Wifi mostly. Please provide an affordable 1 GB per day plan with options to choose (28 days onwards). Also a yearly plan. - Provide affordable Voice only plans for less than ₹100 every month. Anything above this is forcing people to take data, even if they don't need it. There are many who use only voice and also less than 1 GB per day. Need inclusive plans. Let users decide.
