Bill C-9: Canada’s “Combatting Hate Act” Is a Serious Threat to Free Speech, Free Expression, and Religious Freedom Right now, in March 2026, the Canadian government is trying to push through Bill C-9, officially called the Combatting Hate Act. It is being rushed through the House of Commons Justice Committee. The government has already given notice of a motion to limit debate and force votes as early as March 9 or 10. This bill is sold as a way to fight hate crimes, but in plain English it does something much more dangerous: it hands the state broad new powers to police what Canadians can say, display, protest, and believe. Here is exactly what the bill does and why it puts your fundamental Charter rights at risk. 1. It makes “hate speech” prosecutions far easier and removes key safeguards The bill removes the long-standing rule that the Attorney General must personally approve hate propaganda charges. That check existed to stop political abuse. Without it, any prosecutor or activist complaint can start an investigation. It creates a new crime for “wilfully promoting hatred” simply by publicly displaying certain symbols. While some symbols are obviously hateful, the wording is vague enough to catch legitimate protest signs, historical displays, or political art. It also turns any ordinary crime (even something minor like mischief) into a much more serious “hate crime” with harsher penalties if a court decides it was motivated by “hatred” — defined as “detestation or vilification.” This is extremely subjective. Who decides what crosses the line? The police? A judge? The answer will often depend on politics and the mood of the day. The result? Ordinary Canadians will think twice before speaking, posting, or protesting. That is the classic chilling effect on free expression. 2. It directly attacks freedom of religion This is the most alarming part. In December 2025, Liberal and Bloc Québécois MPs on the Justice Committee voted to delete the religious defence that had protected Canadians for decades. That defence said you could not be convicted of wilful promotion of hatred if you were expressing a sincerely held religious belief or quoting from a religious text in good faith. That protection is now gone. This means that in the following cases, a person of faith could face criminal charges if someone complains that the message promotes “hatred” against protected groups (including sexual orientation or gender identity): - A pastor preaching traditional biblical views on marriage or sexuality - An imam quoting the Quran - A rabbi teaching from the Torah - A parent or teacher simply discussing religious beliefs Major faith groups like the Evangelical Fellowship of Canada, the Canadian Conference of Catholic Bishops, the Church of Jesus Christ of Latter-day Saints, and others have warned that this puts core religious teaching at risk. They are correct. The state is now positioning itself to decide which parts of your faith are “hateful.” Even if you have no religion, this bill threatens you too Even if you are atheist, agnostic, or have no religious faith whatsoever, Bill C-9 should alarm you. Freedom of speech is not a religious privilege. It is a universal right that protects every Canadian from government overreach. Once politicians and judges are given the power to decide which opinions amount to illegal “hatred,” that power will not stop with religious people. Secular critics of radical gender ideology, government immigration policy, biological reality, or controversial cultural practices could easily be accused of promoting “detestation or vilification.” Today they come for religious sermons. Tomorrow they can come for atheist writers, comedians, professors, or political commentators. A vague “hate” law this broad eventually silences everyone who dares to challenge the official narrative. 3. It threatens peaceful protest and public expression The bill creates new offences for any conduct that “provokes a state of fear” or obstructs access to churches, mosques, schools, community centres, or other protected places. Peaceful prayer vigils, protests, or even standing with signs near these locations could easily be twisted into criminal “intimidation.” Lawful assembly near thousands of sites across Canada is now at risk. Why this matters to every Canadian Canada already has strong laws against real violence, true threats, and incitement. We do not need vague new crimes that let the government punish ideas, symbols, motivations, and religious teachings. History proves that “hate speech” laws almost always expand over time and are enforced unevenly against unpopular views. If Bill C-9 passes, honest debate on important issues like religion, culture, and politics will shrink. People will self-censor to stay safe. That is not how a free country works. Call to Action – You Have Only Days to Act The government motion to shut down debate and force this bill through committee could be voted on as soon as Monday, March 9 or Tuesday, March 10, 2026. Do these three things right now, today or tomorrow: ACTION 1: Find your Member of Parliament at ourcommons.ca and call or email them immediately. Say clearly: “I oppose Bill C-9. Restore the full religious defence, protect free speech, and vote against any motion that limits debate.” ACTION 2: Share this information with your family, friends, church, mosque, synagogue, or community group. Most Canadians still have no idea this bill exists. ACTION 3: Support the organizations already fighting it: Canadian Civil Liberties Association, Justice Centre for Constitutional Freedoms, Evangelical Fellowship of Canada, and Canadian Conference of Catholic Bishops. Freedom of speech and freedom of religion are not optional extras. They are the bedrock of Canada. If you stay silent this week, you may lose pieces of them forever. Contact your MP today.
