The adoption of the UAE-Belem Work Programme at COP28 marks a significant milestone in global climate adaptation efforts. This programme, under the newly established UAE Framework for Global Climate Resilience, will guide the development of critical indicators and methodologies for assessing progress on the Global Goal on Adaptation (GGA). The two-year UAE-Belém Work Programme (paragraph 39 of Decision CMA.5) aims to address key aspects related to adaptation metrics, aligning with paragraphs 9 and 10 of Decision 2/CMA.5. However, as highlighted during a recent briefing with the African Group of Negotiators (AGN) Chair, Amb Ali Mohammed, financial challenges remain a contentious issue in ongoing negotiations. The AGN continues to call for discussions that emphasize actionable and ambitious implementation strategies. “The whole issue of UAE dialogue should look at matters of finance because indeed ambition must go hand in hand with the ambition of implementation, ambition of action without commission, and ambition of implementation, then really there’s nothing much,” stated Amb Ali Mohammed. It is clear that while frameworks and methodologies are crucial, the success of these measures relies heavily on matching ambition with the necessary financial commitments. This morning, the youth spearheaded an impactful action as part of the #KeepYourPromises campaign, sending a powerful call to global leaders. This movement, rooted in the spirit of the Keep Your Promise Campaign, emphasizes the need to hold leadership from the Global North accountable. This decisive statement highlights six overarching messages: Upholding the Paris Agreement Principles: We amplify the essential principle of Common But Differentiated Responsibilities and Respective Capabilities, emphasizing that developed countries must lead in transformative climate action. Demanding Transparency and Accountability: We call for unwavering transparency, robust accountability, and anti-corruption measures to safeguard the governance of climate action and ensure that climate finance benefits communities most affected by the climate crisis. Historical Responsibility Fulfilled: We insist that developed countries meet their historical obligations by providing sufficient and predictable finance, technology transfer, and capacity-building to support Africa’s adaptation, mitigation, and loss and damage needs. Ambitious NCQG Adoption at COP29: We urge global leaders to adopt an ambitious and needs-based New Collective Quantified Goal on climate finance at COP29, aligning with developing countries' transition to low-carbon and climate-resilient pathways through the implementation of NDCs and NAPs. Inclusive Just Transition: We stress the importance of a comprehensive just transition framework encompassing just and equitable mitigation, adaptation, resilience, financing, and fair trade, while improving access to finance and technology. Critical Minerals and Justice: We amplify the seven voluntary Guiding Principles set by the United Nations Secretary General’s Panel on Critical Energy Transition Minerals, ensuring rights, planetary integrity, justice in value chains, good governance, economic diversification, and international cooperation to foster peace and security. #PacjaatCOP29 #ClimateFinance #NCQG #AfricaWeWant #AdaptAfrica #AdaptationFinance
