@robdoar @MeganWalshGVP I didn’t say there were different forms. In one case the FFL receives it from the transferee and in another this is done before a LEO at a LEA. Plenty of evidence that a small % of FFLs are either often lax or complicit in diverting guns to traffickers or criminals.
