Trading emissions in the construction sector of Mumbai cannot work because there are no active sites, for infrastructure or private building, which emit below permissible limits. This leaves no-one to trade with @mybmc @CMOMaharashtra - all construction needs stringent regulation

Even if construction is taken as an industry, it is impossible to trade emissions because no players including those who construct infrastructure or privately are currently meeting pollution reducing standards. hence there is no one to trade with.
