After hearing that some orgs are getting reversal notices of program terminations, some are now getting RECALLS of those reversals.
One organization got a stop work order, then a waiver, then a termination, then a termination reversal, then a note that the reversal was in error.

NEW: On CNN we played numerous examples of Rubio praising foreign aid/USAID as vital to American interests. We also revealed a letter he wrote to Biden in 2022 suggesting USAID's budget needed to be increased to counter Chinese Community Party influence around the globe. Rubio is now echoing criticisms he once rejected.

This is *catastrophic.* Lifesaving programs will stop, we'll lose valuable staff expertise, and the bureacratic chaos will be epic. Worst of all: we'll renege on our commitments. Shock and awe like this might be good for a sound bite, but it's bad geopolitics.

As written, this doesn't just apply to new obligations or disbursements, as the EO instructs - it applies to EXISTING awards. This is a much bigger impact, stopping existing efforts (including services) that are being provided in the field.
