FINRA isn’t just reclassifying equity — it’s migrating it into a hidden bond rail where U.S. market law stops applying. Inside TRACE, equity is converted into a ‘perpetual fixed-income’ instrument — where it completely escapes equity-market surveillance. Once moved into that bond rail, there is no Reg SHO, no CAT, no SIP tape, no short-sale disclosure — not even the SEC can see it in real-time. Bloomberg already exposed this with MMTLP — and now Fannie Mae — while over $5.4 TRILLION per month, including agency MBS like Fannie Mae and Freddie Mac, is flowing through TRACE’s TBA channels. And ICE Bonds has been formally exempted by FINRA to operate inside this off-exchange pipeline — fully outside public market transparency.
