All these crackpot ideas that are coming out of heaven knows where and goodness knows who will do nothing to improve policing. As I commented in this piece for @DailyMail: "I am genuinely astonished that, of all the crises facing British policing such as collapsing recruitment, appalling retention, failure to get the basics right, deep-rooted cultural problems, and a serious leadership deficit - the Home Office has decided that the answer lies in forcing police officers to hold a Licence to Practise. As Police and Crime Commissioner, I was present at a meeting when this idea was discussed a few years ago along with senior police leaders, a notable policing think-tank, and a major consulting company. I challenged it directly then, and I challenge it now: how many frontline officers were ever asked whether this was needed, given that police officers already hold a warrant card? I am deeply disappointed that a small number of powerful, vested interests appear to have persuaded the Home Office to pursue what is, in reality, an expensive, bureaucratic distraction. This is a total waste of money and yet more evidence that British policing has drifted dangerously away from the priorities of the public. People do not want more regulation, more processes, or more box-ticking. They just want competent, effective, professional police officers keeping them safe. I was investigated for Gross Misconduct and this is a summary of my experience: at the beginning of a year I was told there was fact finding. In Spring of the same year I was notified that it was being referred to as Gross Misconduct but not knowing what it was for. 1/8

@MikePannett A lot of officers are petrified of an internal "investigation", designed to find some guilt no matter how parallel. Bad as it sounds, I'd rather be hurt then face investigation. The sheer stress of it all...

It’s VITAL to have street skills. Some good points below. Like many cops I’ve dealt with extremely violent individuals & groups. Unfortunately these days cops are terrified of using reasonable force out of fear of getting thrown under the bus. Why 1000s of cops now get hurt.

The allegations about Chris Kaba's past are relevant, but don't alter his being unarmed and shot in the head. Surely there are less fatal ways of dealing with a possible suspect. If his car posed a risk it could have been immobilised by bullets to the tyres.
