We've seen this before. Sometimes things have to pass first before action can be taken. There isn't a mechanism for fighting while it's in the development stage.
To put it crudely, forgive me, a law isn't unconstitutional until after it's passed. Then the suit can be brought. I think? Or maybe it's just clearly to sue after the passing because actual harm can be shown. Not just a prediction of harm.

There's a lot of retarded people showing up in the comments so let me make my point clear:
Asmon's post is a reference to black crime statistics in the US.
"Despite being 13% of the population, black people commit 52% of murders."
This is why I said his claim is misleading: it's false equivalence. Pitbull (and other large dog breed) attacks are vastly more likely to result in fatalities or serious injury than small breed attacks - so you can't determine aggression or violence based on these numbers... unlike with humans, where you absolutely can.
