Glad to address the North East Oil & Gas Conclave 2025, organised by @FollowCII in Guwahati. It was a privilege to highlight how the North East is rapidly emerging as a powerhouse of India’s energy security and a Hydrocarbon Hub. Under the dynamic leadership of Hon'ble PM Shri @narendramodi ji, the #NorthEast is witnessing a historic rise, moving beyond connectivity to a new era of Transformation via Transportation. From transporting heavy machinery for the Numaligarh Refinery through our rivers to developing dedicated jetties at Silghat and Guijan, National Waterways are becoming the backbone of the energy sector. The results are visible: cargo movement on NW-2 (Brahmaputra) has surged dramatically, proving that our rivers are engines of economic growth. With over ₹1,000 crore invested in waterway projects in the North East alone, we are ensuring that the region’s growth story is written on the waves of progress. We commend the Government's forward-thinking #Budget2025, which articulates a robust and strategic vision for the economic development of India, with special dispensation for the North East. The proposed initiatives, including the establishment of the Urea Plant in Assam and the expansion of the Udaan scheme by including helipads and hilly states, are pivotal in driving infrastructure enhancement, bridging connectivity gaps, and fostering competitiveness for local enterprises. Furthermore, the reduction in personal income tax increases the disposable income of the middle class, thereby stimulating consumer demand and contributing to sustained economic growth. I was glad to attend the North East Rural Conclave: Fostering Development through Finance, Technology, and Market Linkage, organized by the Confederation of Indian Industry (CII) in Guwahati today. Access to financial resources is essential for effective rural development initiatives. In Assam and North East, where agriculture, horticulture, animal husbandry, and handloom are primary sources of livelihood, financial capital is crucial for implementing modern farming techniques, investing in sustainable practices, and enhancing productivity. My heartfelt gratitude and congratulations to CII for spearheading this much-needed initiative, which marks a significant milestone. Under the leadership of Hon'ble PM Shri @narendramodi ji, the North East is rapidly emerging as a platform to showcase transformative achievements and visions that have reshaped the region's socio-economic landscape. Guided by Hon'ble CM Dr. @himantabiswa's vision of positioning Assam among the top five states in India, primarily through agriculture and allied sectors, we are collaborating with various stakeholders to explore the potential for large-scale commercialization of our agricultural, horticultural, and animal husbandry products. There is a pressing need for infrastructure and entrepreneurship development in these sectors, and I encourage CII to provide the necessary expertise in this field. Budget 2024-25 provides an extensive roadmap for each segment of society so that every Indian becomes an equity holder in the growth aspirations of the new and progressive India. The focus of the Budget on employment, skilling, MSMEs, and the middle-class along with measures for agriculture, urban development, incentivising states to carry out NextGen reforms, taking steps for promoting a virtuous cycle of consumption, investment and demand, and support to start-ups and women, among others is timely and would contribute significantly towards empowering people, and making growth inclusive while providing an impetus to consumption and growth. In doing so, the Finance Minister deserves credit for displaying astute financial management by keeping the fiscal deficit target at better than expected 4.9 per cent of GDP for the current fiscal while retaining the focus on capital expenditure which is no mean achievement considering the daunting external milieu and its impact on India.
